St. Louis Police Cell Phone Use

Over the last few days, I've seen several police officers driving their cruisers while talking on their cell phones. One can't help but wonder what makes this activity so dangerous when enacted by a mere mortal, but not when committed by a member of the elite ruling class (the state). To be true, driving while impaired or distracted IS dangerous. I wonder if any of the king's men would be held personally responsible if their distracted driving caused harm or even death to a member of the serfdom, or if they would have qualified immunity.
